Cash ISAs
Compare with other providersZopa requires sole UK tax residency and says applicants must not be a US citizen, so it will not open its cash ISA for a US person. The wrapper gives no US relief regardless.

Credit cards
Compare with other providersUS persons: a year of UK address history and two active UK credit lines, so not on arrival
Not a refusal so much as a wait. Zopa asks for a year of UK address history, a credit history it can see, and two active UK credit lines such as a phone contract and an overdraft. None of that turns on citizenship, and it charges nothing on foreign spending, so it is worth returning to once you have been here a year.

Why this is the rule
FATCA
FATCA makes UK banks report accounts held by US persons to the IRS. It is not a tax; it is a reporting trail. Where it bites is access.
TaxFBAR
If your foreign accounts top $10,000 combined at any point in the year, you file an FBAR. What counts, when it is due, and what happens if you miss it.
TaxISA US tax
The IRS does not recognise the ISA wrapper. Cash ISA interest and stocks ISA gains are taxable on your US return, and fund holdings drag in PFIC rules.
