US persons: only through a financial adviser
Prudential sets a residence test and never mentions US persons at all: you may apply if you are resident in the UK, or a crown servant serving abroad. The gate is distribution rather than your passport, since it is available only through a financial adviser, and new contributions can only be paid while you remain UK resident.
