NS&I is backed by HM Treasury, and a UK-resident US person can hold Direct Saver or Income Bonds provided you keep a UK sterling account. Avoid Premium Bonds: they pay prizes rather than interest, cannot be held while you are physically in the US, and the prizes are US-taxable. The US taxes the interest as ordinary income.
