Nest is the statutory workplace scheme rather than a self-invested pension, and a US citizen can join it directly. The test it publishes is that you are self-employed or the sole director of a company employing nobody else, ordinarily work in the UK, and are at least 16 and under 75. Citizenship is not in that test, and neither the scheme Order and Rules nor the member guide mentions US persons or FATCA, so this is an absence of a bar rather than a stated welcome. What Nest will not give you is a choice of holdings: seven ready-made in-house funds and no direct shares, so everything on offer is a pooled UK fund of the kind US tax treats as a passive foreign investment company, or PFIC.
