Cash ISAs
Compare with other providersThe cash ISA test is being 18 or over, resident in the UK for tax purposes and holding a National Insurance number, with only the Crown employee extension added. There is no requirement to be tax resident nowhere else. The IRS still taxes the interest as US income, as the wrapper gives no US relief. One caution before you rely on the terms alone: Lloyds published Junior Cash ISA conditions carry no US test either, yet a parent applying for a US citizen child has been refused, which reads as a screen applied at the counter rather than in the contract. Ask before you count on a yes.

Lloyds says on its own rates page that new Lloyds mortgages are provided by Bank of Scotland plc, and the products match Halifax exactly, down to the rate and the fee. Lloyds publishes no nationality, visa or foreign currency rule of its own, so the terms that apply are the group criteria in the Halifax row: a dollar salary taken with a fifth off, and no particular visa type required once you pass the residency test.

Why this is the rule
FATCA
FATCA makes UK banks report accounts held by US persons to the IRS. It is not a tax; it is a reporting trail. Where it bites is access.
TaxFBAR
If your foreign accounts top $10,000 combined at any point in the year, you file an FBAR. What counts, when it is due, and what happens if you miss it.
TaxISA US tax
The IRS does not recognise the ISA wrapper. Cash ISA interest and stocks ISA gains are taxable on your US return, and fund holdings drag in PFIC rules.
TaxPFIC
Almost every UK-domiciled fund is a PFIC, taxed by the US at punitive rates with heavy filing. This is why US citizens hold individual shares, not UK funds.
