The USA SIPP is for US expatriates, US residents who want a UK registered pension and anyone else US-connected, and it defines that the way the IRS does: a US citizen, a US resident who meets the substantial presence test, a green card holder, and anyone who inherited citizenship from a US parent without ever applying for a passport.
