Ford Money states plainly that a US citizen in the UK can apply, which few providers do, provided you make a FATCA declaration and give a taxpayer identification number. It asks non-UK tax residents to contact it so the right declaration form can be sent, so expect one step more than the usual tick box. The US taxes the interest as ordinary income.

Ford Money opens a cash ISA to anyone 18 or over who is a UK resident taxpayer with a National Insurance number, with no sole-tax-residency test and no US-person exclusion. Its terms documents were not reachable directly, so this rests on its own FAQ and summary boxes. The IRS still taxes the interest as US income, as the wrapper gives no US relief.
