Savings accounts
Compare with other providersCharter opens savings to anyone 18 or over resident in the UK, with no sole-tax-residency wording and no US-person bar; its FATCA form asks whether you are a US citizen and collects a taxpayer identification number, so US citizens are handled rather than turned away. The US taxes the interest as ordinary income.

Cash ISAs
Compare with other providersCharter's ISA booklet sets the bar at any UK resident aged 18 or over, with no sole-tax-residency test. Its own FATCA form asks whether you are a US citizen and collects your citizenship, tax residency and taxpayer identification number, so a US person is handled rather than refused. The IRS still taxes the interest as US income, as the wrapper gives no US relief.

Why this is the rule
FATCA
FATCA makes UK banks report accounts held by US persons to the IRS. It is not a tax; it is a reporting trail. Where it bites is access.
TaxFBAR
If your foreign accounts top $10,000 combined at any point in the year, you file an FBAR. What counts, when it is due, and what happens if you miss it.
TaxISA US tax
The IRS does not recognise the ISA wrapper. Cash ISA interest and stocks ISA gains are taxable on your US return, and fund holdings drag in PFIC rules.
