US persons: needs visible UK credit history and two years of UK addresses

No nationality bar, and Capital One is unusually candid about the problem you actually have, saying that a fantastic credit history in another country cannot be transferred to the UK. It asks for two years of addresses and leans on the electoral roll, so run its soft search before applying rather than applying cold. Note it also underwrites the Post Office and Ocean cards, so those are the same decision at a different rate.
