Condition 5.1 of the general savings terms says the Society opens no account for anyone who has a foreign tax residency, even where they also hold UK tax residence. The application form asks the same thing outright: are you a citizen and tax resident of the UK only, and a no ends the application. US citizenship carries US tax residency wherever you live, so the whole range is closed, from the easy access tracker through the notice accounts to the deposit accounts it runs for pension trustees.

The cash ISA application form carries the same question as the savings range, asking whether you are a citizen and tax resident of the UK only, and states that accounts cannot be opened for anyone holding tax residency in another country. A US citizen always holds US tax residency. The wrapper would give no US relief in any case, because the IRS does not recognise it and taxes the interest as ordinary income.

With strings

US persons: three years here on a visa, and no deposit money from outside the UK

The lending side does not screen on nationality the way the savings side screens on tax residency, and the expat buy to let criteria name the USA outright as a country an applicant may be resident in. What binds is status and where the deposit came from. With indefinite leave to remain or settled status there is no minimum time in the UK. On a work or skilled worker visa you need three years of living and working here, clean credit, and evidence that the whole deposit was saved rather than gifted. The Society also declines deposits originating outside the UK, so money carried over from the States cannot be the deposit. Nothing published says whether dollar income is accepted, so treat non-sterling pay as unsupported until an underwriter says otherwise.
