Bank of Scotland says openly that it offers mortgages provided by Halifax, publishes no rate table of its own and sends you to the Halifax site to get an agreement in principle. Its only published eligibility line is that you must be a UK resident or have full rights to reside. Everything else, including the dollar income haircut, is the group criteria in the Halifax row.
