American Express UK offers a credit card to a US person.

The most useful card on this page for anyone who has just moved. Amex runs a global card transfer: hold a US consumer Amex as the basic cardmember for at least three months, open and in good standing, and you can apply for a UK card using that account, giving a UK address, a UK phone number and your previous address. Its own wording is conditional, that a UK credit file will be taken into account if you have one, which is what makes it work when you do not. Corporate and network cards are excluded, no balance carries over, and it quotes seven to ten days.
